Binance Restructures Brazilian Operations, Restricts Services and Delists Tokens for Regulatory Compliance

Binance is restructuring its operations in Brazil to comply with local regulations, a move that may result in the restriction of eight services and the delisting of 22 tokens for users in the country starting October 27, 2023. Trading for the 22 tokens slated for delisting will also cease on this date. Binance explained that customers with existing positions in affected products can close or reduce them and transfer remaining balances to their Spot accounts, but will not be able to open new positions. Brazilian residents must migrate to the newly established local service to continue using Binance. Virtual asset services will be provided by BBrasil Sociedade Prestadora de Serviços de Ativos Virtuais Ltda., another company within the Binance Group. The changes do not require users to repeat identity verification, and deposit addresses for crypto assets will remain unchanged. Transaction histories from before and after the migration will also be accessible.
Users who do not wish to migrate can withdraw their assets and end their relationship with the exchange before the October 27 deadline. Users based outside Brazil with valid proof of residence will continue to use the global platform.
New Reporting Requirements for International Transfers
Binance is also implementing new reporting requirements for international crypto transfers, effective November 1, 2023. Users sending crypto abroad or receiving it from overseas will be required to provide the transfer’s purpose and suggest details about the other party. Binance will report this information to Brazil’s Central Bank on a monthly basis. Withdrawals may be delayed until the required details are submitted, and incoming transfers could remain pending.
Futures and Derivatives
Futures users have specific options. Those with an international account with Binance’s Abu Dhabi entity can choose to move their existing futures positions there. Alternatively, these positions will be switched to a reduce-only mode within the Brazilian account. Binance cautioned that crypto derivatives traded through the overseas entity are not regulated by Brazil’s Central Bank or the CVM (Brazil’s securities regulator).
