Bitcoin’s price has remained largely stagnant, trading within the $83,000 to $83,600 range, even as prediction markets like Polymarket indicate a 61% probability of Democrats securing control of both chambers of Congress in the 2026 midterm elections. This divergence between a rising political risk signal and a flat price chart prompts a critical question: are cryptocurrency markets dismissing election outcomes as mere background noise, with other factors dictating price movements?

The prevailing view suggests a structural shift. Bitcoin’s muted reaction to both a legislative setback and a Federal Reserve interest rate decision within the same week points to Federal Reserve policy exerting a more significant influence on its price than the evolving power dynamics on Capitol Hill.

On September 15, the U.S. Senate rejected the CLARITY Act, a proposed bill intended to define the regulatory oversight of different digital asset categories by federal agencies. Bitcoin experienced a rebound following this development, a move that appears counterintuitive if regulatory uncertainty were the primary concern for the market.

Just one day later, on September 16, the Federal Reserve implemented a policy rate hike, raising its target range to 3.75%-4% and tightening liquidity. With 16 out of 18 Fed officials anticipating further rate increases this year, the signal suggests that restrictive monetary policy is likely to persist rather than abate. Given that the costs associated with a legislative stalemate were already factored into market prices, the Federal Reserve’s rate decision carried considerably more weight than the failed Senate vote.

Bitcoin’s price appears to have become unmoored from political machinations in Washington, now tracking Federal Reserve decisions more closely. A legislative defeat resulted in a price bounce, while a rate hike led to downward pressure. However, observing co-movement across two data points in a single week does not definitively prove that election risk has ceased to be a factor for Bitcoin’s price.

Alternatively, it is plausible that traders are pricing in midterm outcomes as a slower-moving, more binary risk that will only be fully reflected in market prices as November 3 approaches, rather than having dismissed it entirely. Prediction markets have seen substantial shifts over the past three weeks, indicating a dynamic repricing of these outcomes.

The Polymarket data from September 28 shows prediction markets assigning a 61% probability to Democratic control of both legislative chambers, while Bitcoin’s spot price has remained within a relatively narrow band. This divergence supports the notion that traders are currently prioritizing rate expectations and liquidity conditions. However, it does not resolve the question of what will happen if these odds continue to climb heading into November.

The failure of the CLARITY Act has implications beyond its immediate impact on price. The bill aimed to clarify which agency, the Securities and Exchange Commission (SEC) or the Commodity Futures Trading Commission (CFTC), would hold jurisdiction over specific token categories. Consequently, the regulatory landscape remains fragmented, with both agencies continuing to pursue their own rulemaking initiatives and no unified statutory framework in place.

This fragmentation represents an ongoing risk for cryptocurrency markets, irrespective of the outcome of the midterm elections. A digital commodity classification issued earlier this year is not permanent, and regulators retain the authority to revisit such designations.

The November 3 midterms stand as the next significant political catalyst. However, legislative gridlock is unlikely to be resolved in the short term, regardless of the election results, especially as the Federal Reserve’s tightening cycle proceeds on its independent timeline.

If rate expectations remain hawkish through the remainder of the year, this scenario implies continued pressure on Bitcoin, even as the probability of Democratic control fluctuates.

Conversely, if Bitcoin maintains its current price range despite further rate hikes, it would suggest that the market’s tolerance for higher interest rates is increasing rather than diminishing. In either case, the coming weeks will offer traders a clearer test: observe whether Bitcoin’s price reacts to the next Federal Reserve signal or to shifts in midterm election probabilities, and consider whichever factor demonstrably moves the price as the primary driver.
