Ethereum Foundation Gathers Developer Feedback for Hegotá Upgrade Roadmap

Updated
The Ethereum Foundation’s App Enablement team is actively collecting feedback on Ethereum Improvement Proposals (EIPs) and Layer 1 constraints. This initiative aims to align the core protocol’s development roadmap with the practical needs of application developers, particularly in the context of the upcoming Hegotá upgrade, scheduled for 2027.
Why This Matters
The materials describe a narrow update: The Ethereum Foundation’s App Enablement team is soliciting feedback from protocol teams regarding Ethereum Improvement Proposals (EIPs) and Layer 1 constraints. Whether the overall scope of the Hegotá upgrade will be trimmed, potentially affecting A-tier EIPs.
Broader Context
Source materials place the factual news in this context: Ethereum ’s governance machinery is getting a tune-up.
Hegotá Upgrade: EIP Evaluation and Prioritization
The EF Protocol Cluster, responsible for the Hegotá upgrade, published a tier list for 62 EIPs on September 7, 2026. This evaluation drew on feedback from approximately 60 researchers and engineers across nine teams, who generated a total of 397 grades. The process was designed to represent a broad cross-section of the Ethereum technical community.
Two proposals achieved the highest S-tier designation: EIP-7805 (FOCIL) and EIP-8141 (Frame Transactions). These are considered essential components for the Hegotá core, crucial for the upgrade’s central purpose. FOCIL focuses on enhancing censorship resistance at the validator level, while Frame Transactions builds upon account abstraction improvements, such as those introduced by EIP-4337.
Fifteen EIPs received an A-tier rating, indicating they are expected to be included in the Hegotá upgrade unless the overall scope is reduced. Seven EIPs were categorized as C-tier, and two proposals remain in a holding pattern pending further data. Additionally, 28 proposals were declined for inclusion, with the Protocol Cluster providing documented rationale for each decision.
Integrating Ecosystem Needs
This structured feedback collection and evaluation process is part of a larger effort by the Ethereum Foundation’s Platform team. The objective is to ensure that ecosystem requirements—what wallets, DeFi protocols, rollup operators, and developers need at the application layer—are integrated into protocol-level decisions before they are finalized.
The deadline for client teams to submit their preferences regarding the EIPs was September 10, 2026. To foster further discussion and transparency, the Protocol Cluster scheduled a public Reddit AMA for September 16, 2026, to address EIP preferences and the rationale behind the tier assignments.
The publication of the tier list with documented rationales for all evaluated EIPs provides clarity on the development landscape for the Hegotá upgrade. The S-tier status for EIP-7805 and EIP-8141 sets a clear direction for critical features. However, uncertainties remain regarding the potential impact of scope reductions on A-tier EIPs and the final status of the two EIPs still under review.
