The Optimism Foundation has proposed a fee rebate program designed to refund a portion of sequencer fees in ETH to partner protocols that drive transaction volume to the Optimism mainnet. In parallel, the Unichain mainnet has officially transitioned to being operated by Optimism’s OP Enterprise.
The proposed rebate program aims to incentivize partnerships without increasing the supply of OP tokens. According to the Optimism Foundation proposal, rebates will be paid in ETH and will not exceed the fees generated by the partner’s transactions. To qualify, partners would need to meet conditions such as moving products or settlements to OP Mainnet, committing to minimum transaction volumes, and agreeing to clawback provisions against manipulation. The foundation intends to keep the specifics of individual agreements confidential to preserve negotiation leverage, but plans to disclose the total rebate amount as a percentage range of sequencer and priority fee revenue in future budget reports.
With Unichain’s mainnet now under OP Enterprise, Optimism will manage its sequencers, RPC, monitoring, and incident response. Users of Unichain will experience no changes to core chain parameters or applications and are not required to take any action. This operational shift was reported by on-chain records showing the transfer of Unichain’s system setting contract management from Uniswap’s multisig wallet to the Optimism Foundation on October 27th. This follows an October 9th announcement by Uniswap Labs that Unichain would adopt OP Enterprise. Unichain’s fee structure will remain split between Optimism and Uniswap, with OP Enterprise receiving the portion previously allocated to Uniswap for Ethereum data costs.
Looking ahead, Optimism and Uniswap Labs aim to establish Unichain and OP Mainnet as the first natively interoperable chains, enabling direct ETH transfers without third-party bridges. The implementation of these direct transfer capabilities is contingent on technical readiness and governance approval.
These developments occurred around October 29, 2023. It is important to note that the fee rebate program is currently a proposal awaiting governance approval. Any expansion of this program to general network transactions would necessitate a separate proposal. The timeline for the launch of direct ETH transfers between Unichain and OP Mainnet has not yet been announced.
Why This Matters
The materials describe a narrow update: The Optimism Foundation has proposed a plan to refund a portion of sequencer fees in ETH to partner protocols that bring transaction volume to the Optimism mainnet. The specific conditions, quantities, and recipients of individual fee rebate agreements will not be disclosed.
Broader Context
Source materials place the factual news in this context: Optimism passed a buyback mechanism: 50% of Superchain net revenue to buy back OP starting in February.
