Treasury Secretary Pitches Stablecoins as Key to Dollar Dominance

Washington D.C. – U.S. Treasury Secretary Scott Bessent has unveiled a new strategy to solidify the dollar’s global standing, centering on the burgeoning world of stablecoins. Speaking at Ripple’s Swell conference on October 27, 2026, Bessent asserted that the United States is poised to lead in digital assets, ultimately emerging with a strengthened dollar.

Bessent framed the ongoing competition for global financial supremacy as a technological arms race, with China identified as the primary adversary. He posited that the underlying infrastructure supporting the dollar will become as critical as the military might that has historically underpinned its value.

A key statistic highlighted by Bessent was that over 90% of stablecoins currently in circulation are pegged to the U.S. dollar. Stablecoins, a type of cryptocurrency, are designed to maintain a stable value, typically equivalent to one dollar.

To ensure the credibility of these pegs, stablecoin issuers maintain reserves in U.S. Treasuries and other dollar-denominated assets. Consequently, each new stablecoin issued effectively creates a demand for government debt. Bessent argued that this dynamic could significantly boost demand for Treasuries. Furthermore, he suggested that stablecoins could expand dollar accessibility in emerging markets grappling with high inflation.

Bessent also pointed to the GENIUS Act as a crucial funding mechanism for the Treasury.

Regulatory Milestone Paves Way for Stablecoin Framework

These pronouncements coincide with a significant regulatory development. The Office of the Comptroller of the Currency has finalized rules to implement the GENIUS Act, the federal framework for stablecoins enacted under the Trump administration. Bessent drew a parallel between the GENIUS Act and Abraham Lincoln’s National Currency Act of 1863, characterizing the stablecoin legislation as a similarly transformative moment for American finance.

He also emphasized the importance of inter-agency cooperation between the Treasury, the Securities and Exchange Commission (SEC), and the Commodity Futures Trading Commission (CFTC). The stated objective, according to Bessent, is to bridge regulatory gaps between these agencies and prevent the “debanking” of digital asset companies.

Bessent’s remarks align with a broader strategic initiative by the Trump administration to position the United States as a preeminent global hub for digital assets, thereby attracting cryptocurrency businesses. This effort includes an executive order addressing seized Bitcoin valued between $15 billion and $20 billion. The administration has also actively promoted stablecoins as a means to enhance dollar liquidity and bolster support for Treasury bonds.
