Zcash Ecosystem Establishes PGPZ Lobbying Group for US Policy Advocacy

The Zcash ecosystem has launched Pretty Good Policy for Zcash (PGPZ), a dedicated lobbying group that has registered with the U.S. Lobbying Disclosure Act (LDA). Commencing operations on October 1st in Washington D.C., PGPZ aims to advocate for specific legislative measures impacting the Zcash network and the broader digital asset space.

Divij Pandya, a former crypto policy official, will serve as the registered lobbyist for PGPZ. The group’s primary legislative objectives include advocating for the Clarity Act and two digital asset tax reform proposals. According to PGPZ, the organization seeks to ensure policymakers understand and represent Zcash’s potential for public good, aiming to shift its narrative from “suspicion of being a money laundering tool” to “financial privacy infrastructure.” As stated by Divij Pandya, the goal is to establish rigorous, organized, and credible policy engagement in Washington.

PGPZ’s initial year of operation is funded by a $750,000 grant awarded in August by Zcash Community Grants. Based on the Zcash Community Grants application, this funding was approved via a community proposal vote and is separate from the regular budgets of entities like the Electric Coin Co. or ZODL (Zcash Development Fund).

Key legislative targets for PGPZ include the Clarity Act, introduced in 2023, which aims to clarify regulatory jurisdiction between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) for digital assets. As per LDA filing, the two digital asset tax reform proposals are also central to PGPZ’s agenda. While specific details of these proposals are not fully disclosed, they may address issues such as annual reporting thresholds, potentially exempting transactions below $10,000, and definitions of decentralized finance (DeFi) and crypto income. The Zcash ecosystem has indicated that higher tax transparency requirements could create a “grey area” for Zcash’s privacy features.

Established in June, PGPZ previously operated under the umbrella of Pretty Good Policy for Crypto (PGPC). This proactive policy engagement coincides with the expected mainnet launch of Zcash’s NU7 upgrade in November, which includes the Tachyon extension layer and aims for a 25-second block target. This strategic move suggests the Zcash ecosystem perceives the current U.S. regulatory environment as entering a phase of “negotiability” for privacy coins.

PGPZ’s lobbying efforts will be reported quarterly to the LDA. The organization aims to position Zcash as a foundational element for financial privacy, emphasizing that shielded transactions and compliant uses can coexist. However, uncertainties remain regarding the specific details of the tax reform proposals, their potential impact on privacy coin users, and the ultimate outcome of PGPZ’s advocacy efforts. The effectiveness of these initiatives in navigating the evolving regulatory landscape for privacy coins is yet to be determined.
